ICJ Kenya, through its Access to Justice Program, supported the judiciary and CUC in Kitui and Eldoret to organize a legal aid day and open forum.The aim of the legal aid day was to have members of the public attend with their different legal issues and get free advice from the lawyers, magistrates, court clerks, prosecutors, children officers and paralegals present. Most of the issues dealt with involved succession and land matters, spouse/children maintenance, several violations emanating from extraction of coal (Kitui), limited participation in county budget making and determining priorities for the county, corruption (actual and perceived) at the courts and lands registries, case backlog and court users having to travel long distances to court. The legal aid day was held on 8th September 2016 in Eldoret and 15th September 2016 in Kitui.
The aim of the open day forum was to give members of the public and opportunity to interact with the justice system actor comprising the CUC. The members of the public got to understand the CUC and what each actor within the CUC does in relation to access to justice, including their representative at the CUC who is the paralegal. There was also a session where they asked questions to the different actors and conveyed their views/ complaints/ comments concerning the administration of justice in that area. The issues raised at the fora were similar to those raised at the legal aid, and the CUC members dealing with the specific issues were present to respond to the issues.
Both events were colourful- lots of media stations came to cover the events and interviewed both the public and different justice chain actors, the marches preceding the open days were escorted by the Salvation army in Eldoret and a fleet of bodaboda riders in Kitui which captured the attention of the public and increased awareness of the event and increased the number of participants attending the open day
Also importantly, ICJ Kenya did a soft launch of the case management system and the website during the open day for a in both counties. Members of the public were explained to the purpose of these ICT tools and the benefit they bring to the public in terms of increasing efficiency and effectiveness in the delivery of justice. The reception was quite good, both from the public and the CUC members.
